The railway sector is a high-risk mode of transportation that demands a very high level of safety, punctuality, and operational reliability. The success of railway operations is not only determined by the sophistication of technology and infrastructure, but also depends on the quality of Human Resources (HR) management. This study aims to analyze the role of Human Resource Management (HRM) in improving railway operational performance through competency development, risk-based training, and strengthening safety culture The research uses a descriptive qualitative approach with literature study methods and document analysis on the HR Roadmap of Railway Regulators and Operators. The results of the study show that there is a systematic causal relationship between MSDM practices, competency formation, strengthening safety culture, improving managerial performance, and having an impact on operational performance. The findings show that safety and operational performance problems are rooted in competency gaps, certification systems, and not optimal management of human resources based on operational risks. Training and development plays a key role in transforming HR policies into actual competencies and internalized safety cultures. This study confirms that the improvement of railway operational performance is a gradual result of a structured, competency-based, and safety-oriented MSDM system. These findings provide policy implications for regulators and operators in strengthening MSDM systems to create safer, more reliable, and high-performance railway operations
